Chief John Hartman
Chief John Dale Hartman is the Chief of Police of the Southwest Regional Police Department. He has been the Chief since its inception in 2003. The Southwest Regional Police Department is the only police department in the Commonwealth of Pennsylvania which serves communities in three counties. They are: Fayette, Washington and Greene Counties. The communities presently serviced include: Belle Vernon, Newell, Coal Center, Union Township, Bentleyville, Perry Township, Wayne Township, Morris Township, Gray Township and Point Marion. The department provides services to approximately 15,633 people over an area of approximately 129.9 square miles. Commencing services in two communities, Southwest Regional Police Department has progressively grown to 10 communities with additional communities presently in negotiations.
Chief Hartman maintains a Master’s Degree from the University of Pittsburgh, Graduate School of Public and International Affairs in Public Policy and Management where he wrote his capstone paper on “Regionalization of Police Departments.” He maintains an Bachelor’s degree from the University of Pittsburgh in Administration of Justice. He is the author of two books entitled “Legal Guidelines for Covert Surveillance Operations in the Private Sector” and “Legal Guidelines for Use of Force in The Private Sector.” He is the co-author of an encyclopedia entitled “Encyclopedia for Security Management” in which he authored the sections relating to investigations. He is a court recognized expert witness on issues relating to surveillance, arrest, and use of force.
Chief Hartman is an instructor at the Beaver County Police Academy as well as an instructor at Penn State University in the Constable Certification Program and in the Community Public Safety Program providing instruction to police officers throughout the state in matters relating to tactical response. He is a member of Washington County District Attorney’s Drug Task Force and the Fayette County District Attorney’s Drug Task Force. Prior to becoming Chief of the Southwest Regional Police Department, Chief Hartman was Chief of Police of the predecessor department, Belle Vernon Borough Police Department. He commenced his police career with the North Franklin Township Police Department where he rose to the rank of Detective prior to leaving to assume the position of Chief of Police in Belle Vernon.
Chief Hartman is a member of the Pennsylvania Fraternal Order of Police as well as the Pennsylvania Narcotic Officers Association. He is likewise a member of Infinity Lodge No. 546, Free and Accepted Masons of Pennsylvania.
